I was planning to cut them back to a manageable height but see they've already started to break into leaf.
Is it OK to go ahead and cut them to about 1' high?

Thanks, Douglas. The next dry day I'll get out and cut them back.
We cut ours back hard in spring and autumn and the come back every year at 8-10 ft tall.
Buddleia are very robust plants and it takes a lot to kill them off. (Believe me, I've tried!) I'd go ahead and prune it/them back to the height you want.
I have a Buddleia (var 'Black Night) A must for any wildlife garden, I think!
I cut it back hard in the spring with loppers to approx 18" it will then grow vigorously
As the flowers start to fade in late summer, I prune them back to stop the shrub directing wasted energy into seed production
If you are still experiencing heavy frosts in your area, I would hang fire for now

Good luck- Chip
