if I planted Tulip bulbs now would they still flower and if so when would they flower?

Normally autumn for planting. Whether they'll flower or not, I'd plant them anyway, since the bulbs won't last in storage till next autumn. (They do require a cold spell to get them going). Good luck!
I agree, there's nothing to lose by planting them out as they either rot or dry out if stored any longer. There's a slim chance they'll catch up for this year but most probably will flower April 2014.
If you'r bulbs are already growing in pots, the chances of success will be greater
