Improving Soil Quality

I've recently planted some new plants in the borders of my back garden. However, I've noticed the soil quality is very poor, so I want to boost the quality.
I've been looking online at the Organic Chicken Manure Pellets, but would I need to use a good soil conditioner as well as the pellets? I think I would prefer to use the pellets, but what is best to use to improve soil quality?

some councils sell compost made as part of their recycling scheme, you can make your own compost. Its not a quick fix but my heavy clay is now unrecognisable due to years of having bark and wood chippings spread over it as a mulch. The bloke who used to prune our trees used to chip up the prunings and also bring the prunings from other gardens and spread them.
