we currantly have storage heaters(crap) is there another type of electric heating that could give you an instant and controllable heat source,that also is pretty straight forward to install?

If you want "instant and controllable" you'll probably have to come off cheap rate electricity and start paying full price.  Given that, your best idea would seem to be an oil-filled convector [I like the De Longhi] controlled by a thermostat and a plug-in timeswitch. Plenty to choose from almost anywhere in the High street or the Internet.  Good hunting.
