Fao Boxtops Or Anyone Re Briggs & Stratton Mower Engine

I have watched repair videos on line but am none the wiser. The pull cord will not pull out. When I have managed to tease it out it will reel back in again easily but something is fouling it up when I try to pull the cord. Studying the videos could it be the circular bit that is broken or a circlip on that. Anyone know. It happened when the rope shot back into the reel from the clip on the handle and something must have snapped. It is not the spring.

I've known these to malfunction before.
It could be that the cord is damaged and needs replacing, or possibly the mechanism itself, snagging for some reason, this maybe remedied by carefully taking the recoil apart checking for debris or wear, lubricate and reassemble.
