Hi,

I have been issued a Penalty Charge Notice. I would like to dispute it as I was parked in a empty taxi rank (which I have done so before and have never in 5 years seen a taxi waiting there).

Also, on the PCN it says that 'observed from: 12.50 To: 12.55. I returned to my car and saw the traffic warden one car down issuing a ticket (the driver came along and drove off without the ticket)

I was away from the car for no longer then 10 minutes. I have a receipt from the shop I was in no more then a minute away stating 12.55. I thought there was a 10 minute 'grace'?

Does anyone think I could/should dispute this ticket? If so how?

It's still a taxi rank though, empty or not.
How can you have 10 minutes grace when you parked in an unauthorised space?
It sounds like they were justified in giving you a ticket for parking in a Taxi rank, the fact that you have not seen a Taxi parked there is totally irrelevant.

Pay the fine.
But you could try to appeal. I appealed a ticket I got for parking in a loading bay and was successful.

I think my reasons might have been better than yours though...

But it sounds like you parked illegally. "I've got away with it before" isn't really a defence.
Parking in a taxi rank is no different to parking on double yellow lines. It's totally prohibited, so there can't possibly be any 'grace' period.
Same happened to me,we have a Blue badge as my wife is disabled and needed to go to the doctors clinic. No spaces even in the disabled bay so we parked on a taxi rank for less than 20 mins.
Came back to find a parking ticket. We disputed it and told them about the Blue badge and lack of space, no good . Even a Blue Badge holder can not park on a taxi rank not even in an emergency.
A Blue Badge holder can even park on double yellows for 4 hours but not on a taxi rank for even a few seconds.
Do not bother to appeal there is no point.
Blue Badge holders can't park in no-loading areas either Eddie. My brother-in-law fell for that one - didn't spot the lines on the kerb.
Yes loading bays and taxi ranks are forbidden,almost everywhere else is ok for a blue badge.
It wasn't a loading bay that caught my brother-in-law Eddie, just normal double yellows with the short yellows on the kerb as well ie, no loading for anybody.
