My husbands uncle has painted a wall in oil based eggshell after I specifically asked for matt. I'm so angry! Can I paint over it with matt emulsion? Do I have to do any prep work first?

I needs to go and it needs to go now.

Read the instructions on the tin of Matt paint.
Will need rubbing down for the new paint to 'key' to it otherwise it will bubble.
What Zac said.

Most Matt Emulsions now are water based. Your new paint will turn greasy or sticky and it won't look right on the wall. Get rid of the Eggshell first.

Will just getting a 'key' be enough?

Sorry. Meant to say thanks.
I would have thought so. One way to find out.
Possibly paint the wall in PVA and the emulsion it once dried. that should bind it without the need to sand it down first.
PVA and "then" emulsion
This may be overdoing it. Rocky, but would certainly stick to the eggshell, and give a good surface for emulsion........ (shouldn't need rubbing down since the eggshell is so new) ..............
