Kitchen Lever Tap ..

Hi, how to fix a lever tap that won't shut off when you shut off the normal way, so it still runs at full as if its still on? It's also kind of stiff too. What's wrong with it please? Thanks. Had to turn water off.

I've tried looking at youtube, but the videos available only seem to cover leaking taps.

Update Buen,
found a snapped plastic ring thing inside. Going to ask our plumber neighbour if it's fixable or we need a complete new tap. Anyway, thanks for your help in just getting it apart.
