This kind of joint relies on two clean surfaces being pushed together and the glue more or less 'goes off' instantly.
It is very simple to do and also very cheap to replace the pipe and the joint.

If it's a solvent weld job, A great many times the installer won't clean the surfaces of the pipe and fitting. In this instance it's fairly easy to get the stub of the pipe out. Take a hack sawblade and saw 2 cuts in the stub 5 mill or so apart, down to the inner surface of the fitting. Then with a small screwdriver split the stub. Then using the screwdriver work around the whole circumference of the stub easing it away from the fitting. Same process for a push fit O ring fitting. Use a new fibber O ring.
