i have been quoted £5700 to fit a combi boiler and 4/5 new rads.(includes removing all waste material and making good the hole where boiler is taken away. Old boiler is a Baxi Bermuda. Boiler seems to working ok although technicians will not service it due to obsolete parts not obtainable. Rads are only hot at the top due to build up of sludge (i think). Would it be appropriate to flush the system and not replace the boiler for now? above includes replacing the rads which is cheaper than flushing. How much would flushing cost?

It would cost £70 to hire the powerflush for a day ..
£30 for cleaner... that leaves £300 for a days labour.
It might be best to bite the bullet now and replace the old boiler. The Bermuda has an efficiency rating of 65% and you risk not being able to repair it if it goes wrong, due to obsolescence of parts. A new condensing combi boiler is likely to have an efficiency rating approaching or exceeding 95%, in addition to which its carbon dioxide emissions will be much lower. You don't say how old the radiators are, but again, newer models are likely to be more efficient.
I would say that £3000 of that is labour charge ( that's a hell of a lot) a combi boiler to serve 4 /5 rads, one bathroom, average cost £900 up to £1300 at most for bigger boiler, even if you priced each rad @ £100, and top boiler £1300 = £1800. If boiler is going in same place as old boiler, then not to much labour involved, otherwise add a bit more labour, at most £100 per hour. Price your own boiler up, measure your rads, and price them up, not hard to do, then get a one man band to quote you for fitting.
