Sister has lost her phone - perhaps has left it in a taxi earlier on today but just missed it some minutes ago.

She is on a contract with 02 - if it doesn't turn up via taxi man tomorrow - can O2 - hope it's not a silly question.

get her old numbers onto a new phone

Depends a) where she stored them and/or b) whether she backed them up somewhere.

The usual way of getting them is from the SIM card or the phone itself. In this case if neither is available. O2 may have a record of who she called or got calls from but it's extremely unlikely they would know who the numbers belong to. So she would have to recreate the contacts list herself
Phone contacts are usually stored on the SIM card in a phone and/or on a phone's internal memory. Only a very, very small number of people use any form of backup, so it's unlikely that your sis would be able to recover them.

Has she tried calling the phone, to see if anyone answers it?

that's a good idea Chris - calling the phone - but she is isolated where she is and therefore doesn't have another phone to make that phonecall.

I will do tomorrow. She did ring the taxi firm on her neighbour';s phone but the taxi men said that that taxi man had gone home.

One way or the other it will be taken care of tomorrow cos I can use my phone.
BTW, O2 should be able to trace her phone so long as it's actually broadcasting i.e. not been switched off or almost out of battery:
