How Do I Block Someone's Number On My Phone?

There are two people who I no longer wish to speak to. They don't pester me with calls, but I just want them to realise that if they call me, they are blocked from getting through to me.
Also, there is a debt collection agency who DO pester me with phone calls - and letters - who I wish to avoid getting into a furious argument with on the phone. The debt is being dealt with, but these people just want blood, and call me many times a week, at all different times, from 8am right up to 10pm. The calls come from one of several numbers, and are usually just an automated message, which I immediately slam the phone down on as soon as I hear it. Or if I don't pick up, the message still goes on my message service, which I just delete without listening to the end.
The letters just go straight in the recycling - at least one or two a week, threatening all manner of action if I fail to respond. Nothing has ever happened - not for at least a couple of years. I take the view that if they can't reach me by phone, they can't start arguing with me, and therefore can't do anything.
I've already been to the TPS website, but there doesn't seem to be any clear information on how I can block those numbers from calling me.

If its a landline your supplier may offer a blocking feature eg. Sky Shield, BT also do one.
Or you could buy a phone that offers a blocking option - I have BT8500 - there is a newer model.
With these features you setup numbers that can get through to you, any others if genuine have to announce themselves - then you can always allow them or block them. Fairly cuts down the spam calls.

I only have a BT landline, no mobile. Adequate for my purposes. But it has no caller number display, so I rarely answer the phone, and most people I know, know that, and that if they leave a quick message, I'll get back to them ASAP.
