Hydrangea Blight?

My hydrangea bush is coming into bloom, but a series of white soft blobs is growing up many of the stems. It looks and feels like a sort of fungus. Any ideas?

Its hydrangea scale.

I have photos showing the offending growths. How do I present them, please?
If they are little fluffy blobs, its scale. I had them all over my hydrangeas some years ago.

Any idea how to remove the problem?
I squirted them with Provado ultimate bug killer spray.
Sounds like, scale insect is a possibility
