when buying or selling a house what does no upward chain mean?

It means that the people who are selling a house are not in the process of buying one from people who are buying another one (and so on), thereby increasing the risk that at some point in the chain something will go wrong (someone will be gazumped, for instance) and that will affect everyone else.
