Is there anything that will get rid of blu tac marks without painting? Also, are there any alternatives to blu tac which don't leave marks?

Alternative? Try a nail....not really a stick on option, inc. white tac ( just Blu tac coloured white....) that I can think of other than art/craft lightweight sticky back pads - check a good art supplies shop.
I should have said 'anything absorbant'. If you stuck it on waterproof paint, you might get the marks off (with detergent, or perhaps meths). But most walls are matt or silk finish and on those it really seeps into the paint and stains it.
White tac? Never tried it myself. I tend to use nails!
Depending on the surface, you might try double-sided sticky tape. But again, on some surfaces, if you leave it too long, the 'stick' does become a permanant mark. But at least it stays on the surface, so a bit of a rub down and you can repaint easily.
