Freeholder and maintenance

I own the bottom flat of a house; the freeholder owns the top flat which he rents out.
The exterior of the house badly needs refurbishing. I am obliged under the terms of the lease to repaint the exterior every three years. This I am doing, as well as arranging some re-plastering, new railings, repair of the front door etc.
He is refusing to pay his share of the upkeep: he think it is unnecessary. It isn't: it's highly necessary to maintain the standard of the property, and I absolutely do not want to own a flat in a house that is inadequately presented.

But if then also if he is not understanding the situation then you only have to pay for the maintenance. I know its not fair to pay the bill alone but if you want to make the exterior part of your house look beautiful then you have to pay for it. Don't worry once the matter solves you can ask the freeholder to pay half of the money.
