do i have any rights??/

my letin agent are responsible for all repairs and maintenance of outside the property, before christmas i phoned and asked them to fix our roof panelling as it was hanging off and when is windy bangs and is really noisy. They sent workmen around to look at it but nothing has been done still and then yesterday they put a for sale sign for the shop downstairs outside my daughters window and it is rattling really really loudly. we phoned they said they would be out today to fix it and have not been. do i have any entitlements? , someone said i could have my rent reinbursed because nothing had been done is this true?????
