Toilet cistern roaring...

Can any plumbers out there please tell me why the toilet cistern roars deafeningly during the refill, which takes anything up to twenty minutes, with a slow, slow drip from the tank refill tap ? This comes and goes on a cyclic basis, really bad on every flush for a few days, then it appears to stop for about a week, then back again worse than ever. The pipes around the house vibrate at the time, and turning on any cold tap full during the refill stops the problem - until you turn the tap off again.. ! Plumbers don't seem to want to know..!!

I'll try it..gently..!! :o) Damn pipe disappears into the wall high up, so it'll have to be done inside the airing cupboard somehow... Think I'll probably end up draining the whole system and re-filling it, for the best chance of success..!! Thanks for your help...
