Combi boiler problem

I have a combi boiler with a guage set too high.
I've tried bleeding the closest radiator twice, which on both occassions has brought down the needle to 1.5, but both times it crept straight back up to 3.5 again.

Plus my overflow pipe out of the house is constantly dripping, much to the frustration of my next door neighbour. Can anyone please help.

Have you turned the top-up valve off properly?
As Carrust says, it sounds like the top-valve is quietly dribbly water continually into the sealed system from the cold water feed. This should be turned off, and doesn't even need to be connected up all the time. When the water pressure hits 3.5bar, the pressure relief valve in the system cuts in and lets excess water out again. Find out where this water is getting in.
