Is it legal to build a garden wall if the public road has block paving.

A rather unusual question such there is no obvious connection between the two.
You can build what you like as a garden wall around your property without planning permission provided it isn't taller than 1m if next to the highway or footpath of a highway, or 2m high if elsewhere. However this will not be the case if your building is Listed or you live in a National Park or a Conservation Area, when your permitted development rights (to do this) are withdrawn. In such cases you would have a seek planning permission.
If your question is 'does a block paved area mean it is automatically not part of the highway' then, no, a paved area could easily be part of the public highway.

Forgot to mention that many new estates have a constraint included in the property Land Title preventing the erection of ANY fence or wall at the front. This is not a planning constraint - it is generally put there at the instance of the local authority to keep such estates open in appearance. You have to look at your property title to see if this exists in there.
