I have newly painted walls, but when i go to wash any marks off (eg. dirty finger marks!) the paint appears to be coming off on the cloth. Does anyone have a reason why this could be happening?TIA

cos the emulsion paint is water based and if you wet it it comes off !
you need one of those tough paints that says its washable
Distemper is water-based (uncommon these days), emulsion does not dissolve in water once set.
It is probably because the surface underneath was not clean before the paint was applied and the top coat is not sticking to the surface below. Rub down gently with fine abrasive paper before you re-apply paint.

If it is a newish property with the original paint, it is not good quality. Best to repaint ASAP for a better resistance to wear and cleaning/.
Silk emulsion stands up to cleaning better.
I use Dulux washable matt emulsion.
more than likely, that the paint is matt based.
you realy need one that is sillk based. my mrs demands it, - when getting paint. and there is just me and her, she musnt trust me with the walls lol :)
