Parking Ticket
I have had a parking ticket for parking in my Gym car park. However the car registration quoted on the ticket is incorect with one letter being different to my registration ie "B" is qouted when the correct letter is "D". The Private firm that administer the car park, have given me 10 days to pay a 60 fine or 28 days to pay 90. I also dispute that I was parked in a restricted zone, as the bay I was parked in did have warn out, white cross hatch markings, but a third of the bay was tarmaced over . Should I pay the fine, appeal or ignore the fine

Only the council can issue PCN's i.e. parking fines
What you have received is only an invoice from a private company which is non enforceable by law. Therefore if you ignore it they have no means by which to make you pay
Most people just fall for it and pay the fine but if you do ignore it they may send you a few snotty letters but theres nothing else they can do

They could take you to court but they could only sue for the losses that they have incurred. If the car parking is free, then their losses would be 0.00. They could not claim for the 60-00 as this would be considered a penalty / fine and therefore not valid. If there is a charge for parking say 2-00 then they could only sue you for 2-00 ie their loss, but they arn't going to go to all that trouble for 2 are they. Continue to ignore and do not pay. If and when you get letters from a debt collection agency refer them back to the private firm stating that the 'debt' is disputed. Be aware also that some of these scammers issue fake court documentation. If you receive unstamped court papers, go to the police.
The info you need is basically a combination of all these answers, I assume all you have at the moment is a ticket which was left on the car, with the wrong reg number (all be it close).
As said they won't be able to trace you as they don't have your actual number and in that case I'd ignore it.
up4it and north star are correct in that a private company cannot issue a fine, all they can do is enter a contract with you and all they can claim is a direct loss as a result of the breech in contract. As said the most you would be liable for would be the loss in parking fee they have incurred due to you parking in the bay as north star points out.
This site explains this in much more detail and I would advise you read it...

As New Judge says they can chase the sum as a civil debt however if they went down that route all you do is contact them at the point that start the proceedings and use the information in the above link.
As a small side anecdote, a friend who worked for one of these companies told me they hardly ever get to the stage of getting DVLA details as this is an expensive process, almost never used for individual cases at his particular company, he said they made more than enough money from people who paid up without a fight.
In summary , ignore it until such time as they send you a letter chasing the debt (which I think we all agree won't happen), at that point state your case that the fine has no legal standing using the link about and that you will pay them the appropriate level of compensation (1.00).

Don't pay the ticket! the registration number they printed on the ticket is incorrect, therefore, DO NOT PAY the ticket! the incorrect registration will show up as another vehicle, therefore it is down to the person who issue the ticket and not you! If your vehicle registration is: D123 FTG and a ticket was issued for B123 FTG the ticket should be void.
