covering damp painted walls

A friend just moved house. Weve tried to help decorate one of the bedrooms but when paper stripped off found one wall painted with damp proof paint (green colour)
We tried to paper it, but just keeps peeling off even thougfh weve sized the walls, weve tried painting it but paint flakes off. Any suggestions please
