Between my house and my neighbour's there is a narrow passage which belongs to them, but on which we have a right of passage (an easement). (This passage leads into the gardens - we are two semis not attached to each other). If you have any sort of right of passage, then your neighbour should not have put up that fence. (If you have been getting out of the car onto the front of his house for the past 20 years, you would have acquired such a right; the right could also be registered, but the solicitor acting for you when you bought your house should have pointed that out to you).
This happened to some a person who lived near my mother and it went on for years. If it's a "shared" driveway and I assume he is not inconvienced in the same way as you it was for spite. However he wanted to sell up eventually and the aggrieved neighbour got his own back as the house proved difficult to sell as potential buyers were put off as they couldn't get their cars down the drive either.Maybe you could put this to your neighbour..the fence will stay and the day he wants to move then you will put one of your own in it's place. Also he may have to tell any potential buyer that he is in a dispute with you and of your intentions.
