New plants put in ground this year, Minnesota. Do they have to be cut back and when?

In UK, we seem to leave the dead heads on until next spring, then cut all the dead wood off andhopefully it will florish.

If its cut back, you will loose next years flowers. The bud forms underneath the old head. Leaving the dead head on over winter protects the bud from frost. If it is getting too big, then you just have to cut it back and loose a seasons bloom.
