my neighbour has errected a wall which acts as a dam and leaves us prone to flooding.  what can we do?

Buy a boat?

Sorry, perhaps you should tale to the local planners who I presume gave permission for the wall to be built?  Also, if what they have done is affecting the flow of a river then they should have contacted the Environment Agency - talk to them if you have serious concerns.
