Give you tree another 8 months and you may be pleased to see it in full leaf.
They are a shallow rooted tree and the roots tend to be close to the surface.
They do not like high cold winds very much and appear to be dying in those conditions , however they are fairly tough and should survive.
If you like the tree please give it time as mentioned .
W hy do you think your neighbour has poisoned it ?

How close is it to their house, roughly?
The roots as mentioned do not go very deep into the ground and tend to be near the surface. In their native country e.g. Australia where the soil is more sandy they often fall over because they are shallow rooted. But that is not here so don't worry. Our soils do not compare with those in Aus., ours are much heavier.
Good luck.

Hi Gillylou1968,
We've got a huge Eucalyptus tree aswell, and the bark is always peeling off. It's healthy, and smells gorgeous.
I doubt very much your neighbour has poisoned it....
To be sure, and to try and save the tree if you can... check it's not subject to a Tree Preservation Order (are you in a consevation area?) and then if not, maybe get a tree surgeon to come and give qualified advice?
