Yes and meet building regulations which now have stricter regulations re soundproofing. Get proper advice from your local council before embarking on your project.
And depending on the area (what's around it already) will largely determine if you can get it.
Of course you do. The property would become a change of dwelling and you would have to have all works carried out inspected by an building inspector from your local authority.
