Stones around garden pond

We have rockery-type large/flattish different shaped pieces of stone around our pond but they don't cover up the pond liner properly. How can you put stones around a pond so that the liner is completely covered?

If the pond is installed correctly, the water level should show only an inch of liner at the most when filled. I would probably dig out a bit of soil and set the stones on a couple of inches of concrete, with a little bedding soft sand/cement on the liner. This should give you the stability to overhang the edge a couple of inches and hide the liner. Any awkward bits...
