can i buy a council house that i do not at present live in?

You can.  If the tennant is a relative you can buy ir on their behalf but you will need some sort of agreement between you and the relative.  But you can't buy a council house that is empty

Yes you can,if its already been purchased and they want to sell it on.But i dont think you mean that ,could you clarify?
