my toilet is not flushing properly

when I flush my toilet its like there is no power to it if there is toilet paper it takes about three flushes fir it to go away, the plumber has said there is nothing he can do as its the way the toilet is (toilet is less than 2 months old) anyone got an ideas if anything can be done?

I know what Doc's thinking Rhoda ......... that there may be a bung-up somewhere in the drain.
If not, any chance that it's a dual flush, and you're only pressing the "small" flush?
Also ......... is the water level in the cistern set high enough to get a good flush?
