Toilet slow filling up

My upstairs toilet takes ages to refill after a flush. I had a peep in the cistern and saw the water filling. Is there any way of making the water fill quicker or is the problem due to water pressure from downstairs?

The water refilling the cistern comes out of a white plastic tube. I will have to get hubby to read what Albags and Flip have suggested when he gets home from work as it's beyond me!

Basically .. if the whole valve is plastic .. with a threaded outlet boss .. you might need a small repair kit .. few quid from plumber's merchant. That is a pressure sensitive type .. large rubber diaphragm and a needle in an orifice.
If it's metal body, it's an old-fashioned type and needs the valve taking apart to clean and replace the ball-valve washer. There may WELL be something caught in the plastic inlet restrictor .. they are coloured according to flow.
