Anyone can change their name in England, by deed poll, common usage etc, and essentially if you were to do it when you moved house then you could very easily throw a bailiff off your scent, the important thing being to leave no trail or attachment to your old name. That means closing down old bank accounts, store cards and anything that links you to your old address, likewise Facebook / Myspace profiles etc. You then change your driving licence and passport to your new name at your new address and there is your new identity. Bailiffs have very few powers in reality and are generally not that bright so it's quite do-able.
There is a big problem with this.
The law clearly states that if you have not been chased for a debt for 6 years and have had no contact whatsoever, the creditor cannot pursue you through the courts for the money.
However, this does not apply if you deliberately avoid your creditors by failing to give your change of address or change of name.
As soon as you applied for another loan, a mortgage, a mobile phone contract or anything where credit references are checked it is very probable your new name will be tied to your old name.
