I take it your PayPal account is fully set up with a bank account or credit card, etc?
What happens then, is that you buy something on eBay, and when you buy it and the seller sends you an electronic invoice, or you click on "Pay Now", it takes you to your PayPal account (and you have to log into that separately when the screen pops up).
You then see the invoice on the screen (including postage etc) so that you can check it, and if you are happy with it you click Pay Now (or Proceed, I forget which) - it then tells you that it's taking the amount from your PayPal account, or if you don't have enough money ion your PayPal account, it'll take the money from your primary back-up account (bank or credit card). It sends you an email notification about how you've paid.
There are several steps to it so you can check carefully each time - but it's very straightforward.
If you sell things too, the money from the sale goes into your PayPal account, and you can draw it out free of charge if you take out more that £50 at a time, or you can leave it in, so you can buy other things from your profits.
I hope this helps :-)
PS PayPal is really useful as several other sites now often offer this payment option - it means you don't have to give other sites your card details, PayPal keeps it all secure behind the scenes.
