Ebay Payment, Can It Be Reversed

Ive received a Paypal payment for an item that I sold on ebay, the buyer is from Russia and I am reluctant to send the item, I have been scammed once before from a Russian buyer, Can the buyer reverse the payment once the goods have been sent? thanks for any advice.

It's a risk we all take. I have sold all over the world on eBay and it's never been a problem to me. Make sure you have proof that you mailed the item, then if you come unstuck, report it to PayPal/eBay - they will help you get your money back if anything untoward should happen. Chances are that it will be fine - but if you are really not wanting to sell to Russia, then...

The Paypal payment has this message; 'Please be aware that your payment can still be reversed, (e.g. if it is subject to a chargeback), even after you have sent the item to your buyer. Complying with PayPal's Seller Protection and following the trading guidelines on our Security page helps to protect you from things like chargebacks'.
If the payment can be reversed I dont want to send the item, seems very unfair and wrong!
