on most weather reports it gives temperatures but also says things like 'feels like 15C' or something and stuff about wind chill etc - but can anyone explain to me what those numbers actually mean - in terms of going out.

i mean, when its 17 C ... is that chilly? warm? hot? cold? - i haven't a clue what it means in reality

i'd like to know how to understand them, and know the days when i need a summer coat, a warm coat or just a little cardi or top - or nothing at all, etc

thanks

It means stand in an exposed position and the wind will whip away your body heat making it feel colder than you would feel in a sheltered position.

I agree the numbers are (deliberately ?) confusing but you can give them meaning with a calculator. Divide by 5, multiply by 9, add 32 and you have it in English.
PS What you feel as hot and as cold is a personal decision. You can only experience and decide for yourself.

yes i know all that OG ... i wanted something actually helpful to the question ...

Having just read the OP's post @ 0732 I've cancelled the (useful) link I was going to post!
Don't need attitude at this time of day!
0-10 coat
10-15 jacket
15-20 cardigan
20 upwards, no cardigan

but........ it depends on the wind chill factor.
The question was what does it actually mean. I believe that the explanation regarding the wind is helpful in answering that. And pointing out it is all subjective anyway builds on that answer.
I think how you discern temperature depends on how much of a roaster you are to start with.
You get 2 clues and the rest is up to you and common sense.

1 ..When you look at the weather report and see 28c ..
2 ..You then open your front door and see the sun beating down .. this means you put away your fur coat and get your hot pants on.

If when you open your door you find a layer of snow on your garden. It's time to swap back again.
If you still struggle with your Celsius and fahrnheit, I would recommend using a convertor

If you haven't got a clue about which clothes to wear, should you really be going out on your own ?
OG was helpful.

^^^ LOL!
........and it depends on whether or not it's raining.
And if it's that rain that gets you soaked through.
........and the you feel colder.
^ then
10 degrees at night is a comfortable temperature for my tortoises to sleep outside. Below that they have to have some protection. In my house now, its 23 degrees which is warm enough to sleep without any covers. If you want to know what it means to you then get a thermometer and notice how you feel as the temperature changes. An indoor outdoor digital one which saves max and min will be even more helpful, they are about a tenner on amazon.

Nice thermometer ... what do you do with the probe ?
Give em hell Joko if they answer off the point

It is perception - I got 'it all wrong' after chemotherapy and recollect going around swathed in wool in July and having the heater on when I slept

I have two thermometers which I consult regularly - five or six times a day and you get used to the numbers and your .... feelings

27 is hot outside ( just on 80 in old units ) - living room should be around 20 and I can't sleep if the bedroom is more than 16

I was surprised when the CH engineer said - this is about standard for everyone
oh Balders can you do the useful link for me please ?

No, 'cause the OP could read it!
;o)
Virtually every current mobile phone has a conversion table built in. Just use that to convert to / from F to C .
I am the other way round I am not familiar with Fahrenheit temperatures.
As a qualified industrial chemist I have never used anything other than C at work for the last 45 years.
