Weather Report Temperature - What Actually Do They Mean?

on most weather reports it gives temperatures but also says things like 'feels like 15C' or something and stuff about wind chill etc - but can anyone explain to me what those numbers actually mean - in terms of going out.
i mean, when its 17 C ... is that chilly? warm? hot? cold? - i haven't a clue what it means in reality
i'd like to know how to understand them, and know the days when i need a summer coat, a warm coat or just a little cardi or top - or nothing at all, etc

my question was - how to interpret the numbers - that's all - what temperature do people see and think 'ooh its going to be very warm out today' - etc.
i cannot convert them - because i don't know what those numbers mean either
if i want to know what the weather will be like in 2 days time, or if it says the number will be getting much lower later on in the day - does this mean it is going to get very cold? or just a little bit colder etc etc?
so a thermometer - or looking out the window - doesn't help there ... we are in england remember and the temperature can change hour to hour ... but thanks for trying ...

Hi, joko, you did mention in your original question "feels like..." I think that the "formula"
"0-10 coat
10-15 jacket
15-20 cardigan
20 upwards, no cardigan " is too simplistic. The wind and/or the humidity can make a substantial difference as to how you, as an individual ,"feel". Clandad has explained the wind-chill factor, and I mentioned the humidity factor. These both affect the way that YOU "feel' the temperature. It's all rather subjective isn't it: all these charts and figures being thrown around don't really mean much. You have to figure out, through trial and error, what clothing in what weather forcasted temperatures and other factors YOU are comfortable wearing.
