Weather Report Temperature - What Actually Do They Mean?

on most weather reports it gives temperatures but also says things like 'feels like 15C' or something and stuff about wind chill etc - but can anyone explain to me what those numbers actually mean - in terms of going out.
i mean, when its 17 C ... is that chilly? warm? hot? cold? - i haven't a clue what it means in reality
i'd like to know how to understand them, and know the days when i need a summer coat, a warm coat or just a little cardi or top - or nothing at all, etc

I agree the numbers are (deliberately ?) confusing but you can give them meaning with a calculator. Divide by 5, multiply by 9, add 32 and you have it in English.

You get 2 clues and the rest is up to you and common sense.
1 ..When you look at the weather report and see 28c ..
2 ..You then open your front door and see the sun beating down .. this means you put away your fur coat and get your hot pants on.
If when you open your door you find a layer of snow on your garden. It's time to swap back again.
If you still struggle with your Celsius and fahrnheit, I would recommend using a convertor

10 degrees at night is a comfortable temperature for my tortoises to sleep outside. Below that they have to have some protection. In my house now, its 23 degrees which is warm enough to sleep without any covers. If you want to know what it means to you then get a thermometer and notice how you feel as the temperature changes. An indoor outdoor digital one which saves max and min will be even more helpful, they are about a tenner on amazon.

It is perception - I got 'it all wrong' after chemotherapy and recollect going around swathed in wool in July and having the heater on when I slept
I have two thermometers which I consult regularly - five or six times a day and you get used to the numbers and your .... feelings
27 is hot outside ( just on 80 in old units ) - living room should be around 20 and I can't sleep if the bedroom is more than 16
I was surprised when the CH engineer said - this is about standard for everyone
