I posted an old mobile phone off to someone on 21st June by Royal Mail signed for delivery. It was sent to the address given which was a business. On 28th June the buyer contacted me to say he hadn't received the item. I replied the same day informing him it was signed for on 23rd June. Heard nothing more till today & his message again said he's not got it. I've now replied again with the Royal Mail tracking number which he can put in on their website which will show him who it was signed by. Unfortunately whoever delivered it only got the name "David", no surname. I've also asked him to contact his local sorting office to make an enquiry. I am fully aware he could apply for a refund through PayPal but can he actually do this if I have proof it was delivered?

No, the tracking proves it was delivered and signed for, paypal will not refund them.

Should I contact PayPal to make them aware Eddie? Never been in this situation before. Thanks for replying
Don't bother, If they do contact Paypal the first thing Paypal will do is to ask you for the tracking number. Once you provide it Paypal will check it and find it has been delivered and signed for, that is the end of it. You will have proved it was sent and signed for, end of claim & you win!
