I wish to make a pair (possiblt two) of oars to row an inflatable boat that will take four people. what dimensions should I use ?

You can use a lengths of narrow timber to gauge this. Too short and the ends will be too high to reach the water, too long and they become unwieldy, dig too deep and tend to cross over. For an inflatable they don't need to be enormous thickness but they must fit the rowlocks and have big enough hand grips.
