Easy, just switch off then pull one side of fitting from Tube and obviously other end ,replace with new Tube and away you go. You should not need a new Starter switch for every Tube you change.
It all depends on how old the light fitting is. The old type you have to pull one of the end caps away so the tube drops out and the other newer type you twist the tube and it drops away. Make sure the light is switched off as there could be some charge left in the fitting from the inline capacitor, oh and when you change the tube always change the starter as an old starter will sometimes not start a new tube and make sure the starter is right for the tube as there are different types for the size of tube.

If the tube is between 6" and 5ft then you need a 4-65 watt starter and if the tube is 6ft or 8ft then you need a 70-125 watt starter.

Hope this helps, being a sparky myself for 22 yrs helps.
Or do you mean you've done all that and it still doesn't work?

There's only one other bit, called ballast. It can fail, but it's a lot rarer than the tube or starter. You could replace the ballast, but you may as well replace the whole light fitting.
yikes!!! who said that???
