Is there a website on the net that will let me offer visitors to my site an email address with my domain after the '@' for free? My domain is www.paulbradley.biz and I would like to know how to let people have 'whatever'@paulbradley.biz for free - for me and them!

Doesn't your host give you e-mails with your domain name? Mine gives me unlimited in the form [email protected], so you might already be able to do this. I doubt if there are any webmails that would let you use a domain name other than their own.
You could host your domain name on a shell account and use squirrelmail (or something like it) to provide a web interface to the mail accounts.
