job interview? friend confused....

A girlfriend of mine went for a part time interview at a nursery school yesterday. The job was advertised as administrator wanted, 14 hours a week. This job was to check the registers, talk to parents of sick kids and general admin.
She had to type a letter, which she passed and then the board, 4 of them, asked her how she would prioritise her work, and she answered in the order that the work needed doing.
3 people applied and 2 got the interview she was told.
After ringing her to say she did sort of have the job, they then told her that 2 of her answers they weren't happy with and then told her the answers she should have given. They then inform her that instead of giving her a second interview they are going to readvertise the position and that she should apply again refilling new forms.
Is this a normal way of doing things? I'm a bit confused at their conduct. If they didn't want her why tell her to reapply? why not just give a second interview and then re advertise if she's truly not suitable. or.... just tell her she didn't get the job.
Any thoughts most welcome, as I am meeting her for lunch today and said I'd ask here for outside thoughts.

I don't think that is the normal way of doing things, no.

It looks to me like they are re-advertising in the hope that someone better applies and gets the job, if not they will give it to your friend.

Its not normal and its ridiculous. It's acceptable to declare none of the candidates and re-advertise - but not what they have done.
If that's the way they believe in treating staff and potential staff, its probably better to walk away and find another opportunity.

Many Thanks. I think the conclusion is for her not to re-apply
and she's still angry, so that's no way to start a job even if they do decide to offer it to her. I know I wouldn't want to work for them.

OR - (and i know it's prob too late now cos you have met her!) maybe some of the interviewers liked her and there was some dispute in the interviewing panel so they are giving her another chance armed with the 'correct' answers......
