Police and mobile phones

Do ALL police officers now carry mobile phones as well as the new type of radio, if so are these mobiles at the cost of the taxpayer, also most of the the phones i see police carry are the old type black and white screen non camera ones is this a requirement of the job that the phones must be crap (best word to sum em up sorry)? any Bobbies out there know?

All I get is my radio, which can also be used as a mobile phone, if required.
It's not all coppers.

My old man is issued with one but he's an inspector and needs to be reached at any time. As does my dad's wife who works in the rape unit and is generally allowed to be at home until a call out so she is issued with one.

My mate is a lowly PC who's been in for just over a year and he gets a radio and nothing more.

As a serving police officer my force issue a device which is in actual fact both a radio and mobile combined. It is called an 'Airwave Radio' it operates exactly like a mobile phone and is administered by O2 we can store numbers on it just like a mobile phone and we are permitted to use it as we would a normal mobile
