Is it cheaper to run an electric or gas hob kettle?

I think it depends on how much water you wish to boil. For a small amount of water, say 1/4 pint, a hob kettle is probably best. For an electric kettle, the heating element has to be covered with water before boiling any amount. An electric kettle does not clutter up the hob and most makes are automatic.
My kettle can boil one cup of water, so is very energy efficient.
