If I choose to unlock my mobile phone via less... O2-endorsed methods, must my network operator still provide me with a PAC to transfer my number? (I have had the phone for more than 12 months, so it is legal not to pay O2 for the unlocking)

Yes if you ask for one. It is the actual phone you are unlocking, O2 will never know that you have done it.

It's just that they might become uncooperative when they realize that since they told me the cost, my e-mail request has changed from "unlatching code + PAC" to "just PAC now".
