Hi,

Excuse my ignorance on the subject!

has any one individual or organisation got the capability to send an e-mail to every e-mail address in the world.

Governments apparently scann all e-mail traffic for certain words, does this mean that in theory they could compile a list of all e-mail addresses.

Yep, think so, but the vast majority of stuff they scan isn't what they're looking for. I've heard it's patterns, codes, etc., particularly from suspect addys or people.
