Editing photo's to picture frame size

How can I edit photo's so that they fit inside a photo frame but I don't want to crop it because I want the full picture, just smaller?

When I wanted to do this I brought the picture into Microsoft Publisher (you may be able to do it in Word or any other word processor as well)
There you can set the EXACT size you want the picture to be (in inches or metric) before you print it.
Before you do this put a BLANK piece of paper in the picture frame and measure the EXACT size the picture needs to be (the size of the image that shows through the FRONT of the frame).
Then set this size in Word or Publisher and then print it off.

You can do most basic image editing and more. Be careful to keep the same aspect ration of the photo when resizing. If you enter the exact size of the frame as suggested you will probably get fatter or thinner people/objects in the photo, unless the frame happens to be the same ratio as the frame, .
