BT rates and low usage discounts

As i hardly use my landline these days i enquired with BT a few months ago whether i qualify for low usage rates for the line rental. I suspect with the spread of mobile phones most of us would qualify for it. The operator checked my accounts and said i do qualify for the low rates. But then she asked me if i own a mobile phone. when i said yes she stated that then you will not qualify. Wheres the logic in that?? how can the link be made with mobile phonespossession and low line rentals for land lines. is it legal to make this stipulation??
