House Insurance
My flat has been flooded by an unoccupied flat above,the landlord of the flat says I should claim on my insurance and he will pay the excess.I feel this is wrong as it may increase my premiums in future and he should meet the full cost of his negligence.

Only if the owner of the upstairs flat has been negligent in causing the flooding,will he be liable for your damage.
However I agree that you should contact your insurer and let them handle matters on your behalf.
